President of the Universidad del Valle de Guatemala since 2001. Minister and Vice-Minister of Education of Guatemala 1996-2000.  Chaired the National Committee on Literacy between 1996 and 2000 and the National Commission on Educational Reform. He has worked as a consultant for UNESCO, USAID, the United Nations Development Program and the World Bank, among international agencies. He is currently part of the staff of the School of Education of UVG and a member of the governing board of IESALC, UNESCO´s International Higher Education Institute for Latin America and the Caribbean. He presides the Guatemalan Council of Private Higher Education. He has served in several boards and participated in various organizations, including the National Council on Science and Technology, the Asociación de Investigación y Estudios Sociales, the Special Commission of the College Board for Puerto Rico and Latin America, the Executive Board of the Centers of Excellence for Teacher Training in Central America and the Dominican Republic, the Central American Commission of the Program for the Revitalization of Education in Latin America and the Caribbean, PREAL. Writes a weekly column in one of the Guatemalan newspapers “El Periódico”. Graduated from the Universidad del Valle de Guatemala (BS in Chemistry and Licenciatura degree in Education). As a Fulbright Scholar, he obtained a MA in International Educational Administration and Policy Analysis and an Educational Specialist Degree (EdS) in Evaluation from Stanford University.
