Dr.Saif bin Rashid AlShaqsi is the Director General of Million Date Palm Plantation Project and Chief Executive Officer of the National Field Research Center for Environmental Conservation(NFRCEC), Ph.D in Socio-Economic and Cultural Aspects in the Implementation of Water Demand Management in The Sultanate of Oman, University of Nottingham, UK.

He has many Research Experience ,for example, The focus of the dissertation is in the water demand management in agriculture, Attended more than 60 conferences, seminars and workshops related to agriculture, hydrology and water resources and more than 15 papers in the same areas , One of five experts selected by the League of Arab States to review and evaluate the Arab water security projects and integrated water management strategy. He is a Member in many regional and international organizations concerned with water and agriculture .

He published his own book under the title (Water Demand Management in Arid Countries: A Case Study in The Sultanate of Oman). He also edited many publication of several environmental and scientific books such as (The Arabian Tahr ), (Field Research in Oman :Past ,Present & Future), (Palm Tree Planting and Maintenance ) ,(The Changing Environment of Oman's Aflaj :Study of Falaj Luzugh) and (Woodlands of Al Jabal AlAkhdar) in addition to (AlWashaq-Lyunx ) monthly newsletter.
